HB 543 moves to amend Title 19 of the O.C.G.A to create
a process for judges to set standards for a standing equitable caregiver. Under
this legislation, judges may give individuals access to the court in cases
involving the custody, care or welfare of a minor if the individuals can demonstrate
by clear and convincing evidence that to do otherwise would cause the child to
suffer physical or long-term emotional harm.
